Qatar Fund for Development (QFFD) participated in the High-Level Strategic Dialogue (HLSD) between the State of Qatar and the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA), on the sidelines of the 2025 Economic and Social Council (ECOSOC) Partnership Forum.
During the HLSD, QFFD and UNOCHA focused on enhancing their collaboration to address critical humanitarian issues, including emergency response, disaster relief, protection of vulnerable populations, and the delivery of life-saving assistance in conflict-affected areas. The high-level and technical sessions addressed and highlighted ongoing initiatives aimed at improving humanitarian coordination, advancing disaster preparedness, and tackling the challenges arising from global crises.
The 2025 HLSD reaffirms the State of Qatar and UNOCHA’s efforts to consistently work to overcome obstacles to humanitarian access to support emergency response efforts, facilitate humanitarian access, and advocate for more efficient aid delivery. With collaborative efforts at the forefront, this dialogue encourages a platform for QFFD and UNOCHA to continue to make meaningful progress toward achieving the Sustainable Development Goals (SDGs), particularly SDG 1 (No Poverty) and SDG 2 (Zero Hunger).
During the dialogue, HE Shaikha Alya Al-Thani, Permanent Representative of Qatar to the United Nations expressed, “The High-Level Dialogue underscores the importance of the partnership between the State of Qatar and the United Nations Office for the Coordination of Humanitarian Affairs in light of the growing needs to provide and coordinate the delivery of humanitarian assistance in many regions around the world. It also underscores the pivotal role played by the State of Qatar as an effective and reliable partner of the United Nations in the humanitarian and development fields.”
Mr. Fahad Al-Sulaiti, Director General of QFFD, underscored the Fund’s unwavering commitment to supporting communities in crisis by stating, “At QFFD, we believe that our role extends beyond funding—we are committed to using our platforms to amplify humanitarian concerns, mobilize resources, and encourage greater collaboration among governments, international organizations, and NGOs”.
“With the world facing some of the worst humanitarian crises of the modern era, our system needs to work faster and smarter to reach the millions of people in crisis,” said Assistant Secretary-General for Humanitarian Affairs, and Deputy Emergency Relief Coordinator, Joyce Msuya. “I am deeply grateful for our unique partnership with Qatar Fund for Development as we rise to meet these challenges and look forward to continuing our critical work together.”
Furthermore, Mr. Ahmad Al-Rumaihi added, “For QFFD, strengthening our rapid response mechanism remains a top priority. It is essential to mobilize resources swiftly to ensure interventions occur within the critical window of opportunity, maximizing our potential to save lives. While QFFD has developed a strategic stockpile of emergency relief items, we are actively seeking to expand our pool of partners and pre-positioned resources to sustain a rapid response capability with a global reach.”
By engaging in high-level dialogues, QFFD and UNOCHA reaffirm their commitment to strengthening their partnership and ensuring a better future for vulnerable populations, particularly those affected by crises and disasters.
